JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK

Provides leadership for the Housing and Community Development Department’s Affordable Housing and Landlord Tenant activities. Serves as project manager for city supported housing and tenant advocacy programs and projects. Performs complex professional administrative tasks, coordinating affordable housing initiatives, landlord tenant activities, and community education and outreach efforts. Provides general oversight of Commission on Landlord and Tenant Affairs (COLTA) and Rents Analyst. Undertakes special projects as assigned. Supervises and coordinates the work of professional staff.

ESSENTIAL JOB FUNCTIONS

Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.

Manages Capacity Building contract composed community managers; creates programming and projects; monitors the progress of organizers including organizing tenants and tenant groups, and assisting tenants to exercise their right to purchase the rental properties when the property is being sold.

Develops programming for the affordable housing program.

Identifies and secures public and private funds and technical assistance resources to support he affordable housing plan. Applies for state and county grants that can be utilized for approved programs. Develops and maintains partnerships with local housing organizations and county offices that have an interest in purchasing rental property to maintain as affordable units.

Manages the educational component of the affordable housing program which includes First Time Home Buyer classes, Foreclosure Prevention classes and any other educational opportunities needed.

Maintains a list of affordable housing resources that can be utilized by tenants.

Establishes and maintains contacts and working relationships with those in other government agencies, non-profit or for profit organizations, etc. that can assist in fostering progress in the fields of affordable housing and landlord-tenant affairs.

Reviews City codes that impact Landlord-Tenant issues and affordable housing programs. Leads the revision of internal regulations pertaining to rent stabilization, landlord issues and affordable housing programming.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience

Bachelor's degree from an accredited four-year college or university in Social Services, Urban Planning, or a related field; and,

Three to five years of progressively responsible related experience; or,

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
