A landlord has a right to a Fair Return as defined by Takoma Park Code Section 6.20.090 and may petition the Commission on Landlord and Tenant Affairs (the “Commission”) for a rent increase above the annual rent increase allowance to ensure the maintenance of a fair net operating income.
