City Manager Matthews updated the City Council on the supplemental roof proposal received from TRG Construction. The proposal encompassed the remaining roof sections of the original Municipal Building structure, the area above the Auditorium, and an area off the plaza adjacent to a restricted Police Department stairwell. The Director of Public Works had reviewed the roof areas in question and felt that the life of most of the roofs could be extended for approximately ten years through repairs rather than complete replacement; consequently, the Director of Public Works recommended that the City proceed with repairs rather than replacement in these areas. Staff recommended that the City proceed with the roof replacement for the area off the plaza, which had an associated cost of $3,200.
The City Manager informed the City Council that certain Recreation Department staff would be relocated in the near future due to construction activities. The staff currently housed in the construction trailer in the back parking lot and against the Municipal Building would be relocated to the trailer along Grant Avenue.
City Manager Matthews advised the City Council that staff, in conjunction with legal counsel, was preparing for the upcoming mediation session with James F. Knott Construction. The mediation session was scheduled to take place on May 22nd.
The City Manager commented on the possibility of the City receiving funds from Montgomery County for the proposed construction of a gymnasium. Based on the discussion to date, any County funding would be a match for the $360,000 in State bond bill funds. The proposed FY07 budget assumed the use of Program Open Space funds for the gym feasibility study. Because of timing and other considerations, the City Manager recommended that the Council discuss the use of the various funding sources during the discussion of the proposed budget for the Community Center Fund.
City Manager Matthews advised the City Council that she recently executed a contract with ECS for the conduct of soil borings related to the proposed construction of a gymnasium. On the advice of the City Attorney's Office, staff solicited additional proposals in order to satisfy the requirements of the City's procurement ordinance.
