City Manager Matthews provided the City Council with an update on the proposed addition of a skylight. As discussed on March 14, 2005, the installation of a skylight would require the development of specifications for the fabrication of a wall support system and for the required roof penetrations. The City would require technical assistance to develop these specifications. As requested by the City Council on March 14, 2005, the City Manager had requested a cost estimate for this scope of work from the project architect, Lawrence Abell and Associates. The firm provided her with a not-to-exceed proposal of $7,500, exclusive of travel and other reimbursable expenses.
The City Manager also provided the City Council with an overview of the Community Center Financial Report which she distributed at the meeting. The Financial Report reflected known and projected expenditures for the work covered by the City's contract with James F. Knott Construction Company. This work includes construction of the front building addition and the Computer Learning Center and the renovation of the main level of the Municipal Building.
In regard to project revenues, the City Manager pointed out that the bond proceeds figure had been increased to $4.5 million, reflecting the upcoming issuance in May. Issuance costs of $100,000 had been assumed.
City Manager Matthews then highlighted certain items included in the expenditure summary section of the Financial Report. She noted that the Financial Report reflected increased expenditures for the City of Takoma Park Project Manager as the project would continue into FY06. Additionally, estimated future expenditures for Charron Construction Consulting have been increased to reflect the contract extension recently authorized by the City Council. The City Manager pointed out that, for the first time, the Financial Report includes estimated costs for movers to relocate staff offices to the new building addition and for the design and purchase of interior building signage. She noted that the moving cost figure was "soft" and would be refined once bids had been secured.
The City Manager noted that the list of Proposed Change Orders (PCOs), which totaled approximately $1.1 million, included certain items that she previously approved as part of Change Order #18. These items had been included in a prior report given to the City Council and involved the removal of asbestos, rock, and soil. Because the paperwork for Change Order #18 had not yet been fully processed, these costs were not reflected in the current contract amount for James F. Knott Construction Company.
Concluding her report, City Manager Matthews apprised the City Council that remaining project funding was estimated at approximately $675,000. This figure assumed that all pending PCO's were settled for the full amount. The City Manager noted that the report did not include the cost of any computer equipment or furnishings not funded by the Takoma Foundation's fund raising effort or the cost of the renovation of the main level of the Municipal Building, often referred to as the Community Plaza Level.
