City Manager Matthews informed the City Council that Change Order No. 25 had been agreed upon by the City and James F. Knott Construction Company. Since preliminary information about Change Order No. 25 was presented to the Council on January 17, 2006, the parties had resolved one additional Proposed Change Order (PCO). A more detailed report on Change Order No. 25 will be provided on February 27th.
The City Manager noted that the City Council had previously met with Albert Nunez and John Archibald to discuss the installation of solar air heat recovery system. No decision was made in regard to the installation. The City Manager redistributed a copy of American Solar's proposal of January 24, 2005 and suggested that the City Council discuss this matter on February 27th or shortly thereafter.
City Manager Matthews provided the City Council with an update on the technical studies related to the proposed construction of a gymnasium. Staff met with a representative of ECS, the company retained by the City to conduct the borings, on February 16th. Based on that meeting, ECS will re-work its proposal to reflect the cost of the additional borings requested by the City. So-Deep had provided the City with a data file regarding the utility location study; staff planned to provide a copy of the file to ECS.
The City Manager reported on the status of staff's research into the roof issues. As communicated in a prior report, the City had retained an independent roofing consultant in 2005 due to the numerous leaks in the roofs of the Library and the Municipal Building. The City had requested that TRG Construction's roofing subcontractor inspect the roofs and provide the City with an estimate for their replacement. The City had been provided with an approximate cost of $100,000; this figure may increase depending on the condition of the sub-roof once the replacement is underway. The City Manager advised the City Council that the Equipment Replacement Reserve included approximately $40,000 for roof repairs. She recommended that the additional monies be appropriated so that the repairs could move forward in order to avoid potential damage to the space being renovated as part of Phase Two. City Manager Matthews stated that the cost of the repairs should be reflected as a General Fund expense rather than a Community Center Fund cost, as the repairs were not attributable to the Community Center construction. After discussing this matter, the City Council authorized the City Manager to execute a change order with TRG Construction for the replacement of the roofs of the Library and section of the Municipal Building. The City Manager informed the City Council that staff had requested pricing from TRG Construction to address roofing concerns in two additional areas of the Municipal Building. The Public Works Director was reviewing the pricing submitted by TRG Construction for these areas; a recommendation would be forthcoming in the near future.
