City Manager's Update - February 13, 2006


City Manager Matthews informed the City Council that James F. Knott Construction Company submitted a formal request for mediation. The subject of the mediation would be several Proposed Change Orders (PCOs) involving work performed by PowerMax, the mechanical subcontractor. The parties had agreed on a mediator. The City's cost for the mediation process would likely be in the range of $10,000 to $15,000. In accordance with the contract between the City and James F. Knott Construction Company, the parties would share the cost of the mediator's services and the filing fee. The majority of the City's cost, however, entailed preparation work for the mediation process. At the earliest, the mediation process could get underway in 45 days.

The City Manager advised the City Council that TRG Construction was continuing to develop pricing for the installation of a second elevator in the Community Center. The firm had made arrangements to have an electrician on site this week to better determine the elevator's cost. City Manager Matthews anticipated that a firm price for the elevator was forthcoming in the near future. Based on the preliminary information received from TRG Construction, the cost would likely be about $150,000. The City Manager indicated that this figure did not include suggested modifications to the existing elevator in the building.

City Manager Matthews noted that the TRG Construction had installed the door in the lobby of the Public Safety Plaza. The installation took place on Friday, February 10th.

The City Manager updated the City Council on the status of the two technical studies concerning the proposed construction of a gymnasium. She informed the City Council that the field work for the utility location study had been completed; she expected to receive the firm's report during the week of February 20th. Staff was in the process of arranging a meeting with the firm that would conduct the borings.

City Manager Matthews informed the City Council of the status of staff's research into the roof issues. The City had previously retained an independent roofing consultant due to the numerous leaks in the roofs of the Library and the Municipal Building. As she had previously reported, the City had requested that TRG Construction's roofing subcontractor inspect the roofs and provide the City with an estimate for their replacement. The City had been provided with an approximate cost of $100,000; this figure may increase depending on the condition of the sub-roof. The City had requested pricing to address roofing concerns in two additional areas. The City Manager advised the City Council that the Equipment Replacement Reserve included approximately $40,000 for roof repairs. If the City wishes to move forward with having the roof repairs conducted as part of TRG Construction's scope of work, a decision would need to be made soon. City Manager Matthews recommended that that City move forward with the repairs in order to avoid potential damage to the space being renovated as part of Phase Two. She indicated that the cost of the repairs should be reflected as a General Fund expense rather than a Community Center Fund cost, as the repairs were not attributable to the Community Center construction.
