City Manager's Update - February 6, 2006


City Manager Matthews informed the City Council that James F. Knott Construction Company had called for the re-inspection of the interior space by the project architect and associated engineers/consultants. The exterior punch list has been delivered to the contractor, who is in the process of addressing items of concern.

The City Manager stated that a small section of the tile in the lobby of the Public Safety Plaza had been re-worked for the City's review and inspection. A meeting with the contractor and product manufacturer will occur later during the week of February 6th to discuss how to proceed.

City Manager Matthews advised the City Council that work on Phase Two of the Community Center project was on schedule. TRG Construction's installation of the door in the lobby of the Public Safety Plaza, originally scheduled to take place during the week of January 30th, had been delayed due to a problem with the door that was shipped. The door had been re-ordered.

As indicated in a prior report, staff had compiled information from the original project specifications and the current building drawings relative to the installation of a second elevator. This information had been provided to TRG Construction to determine if it was sufficient to provide the City with a cost estimate for the work. The information appeared to be sufficient for this purpose so no or minimal design services would likely be required. TRG Construction had installed an access panel to provide visual observation of the elevator pit. Additionally, City resident John Salmen, an architect specializing in accessibility issues, had inspected the existing elevator. He recommended that certain modifications be made. The City Manager indicated that Mr. Salmen's recommendations had been shared with TRG Construction. Pricing for both the new elevator as well as modifications to the existing elevator would be forthcoming in the near future.

City Manager Matthews provided the City Council with an update on issues pertaining to access to the library. Mr. Salmen had reviewed the site in conjunction with Public Works Director Daryl Braithwaite. Taking into account parking, right-of-way, and bus routes, he recommended that the City provide an ADA compliant path from the Philadelphia Avenue bus stop area and crosswalk to the existing painted path in the parking area. This would require a modification to the sidewalk ramp, as well as other infrastructure changes. The Public Works Department was in the process of costing out Mr. Salmen's recommendations.

The City Manager then reported on options to deal with the roofs of the library and the old portion of the Community Center. While not specifically tied to the Community Center construction, integrating this work with the construction of Phase Two may offer certain economies of scale, thereby reducing the City's cost. Staff had requested that TRG Construction's roofing subcontractor had provided the City with a proposal, which staff was in the process of reviewing. An on-site meeting to review the proposed scope of work was scheduled for the week of February 6th.
