Article 1. Parking Meter Zones

13.12.010 Parking meter zones--Violations--Installation.

A. Parking meter zones, including those already established by ordinance, and those hereafter established by ordinance, shall be governed by the provisions of this chapter.
B. The parking of motor vehicles and other vehicles in these parking meter zones, contrary to the provisions of this chapter, is prohibited.
C. There shall be installed along designated streets and avenues within these parking meter zones parking meters and designated spaces for the parking of motor and other vehicles as provided in this chapter. (Prior code § 13-29)

13.12.020 Parking meter zones--30-minute limit.

30-minute limit meters shall require $0.25 for 30 minutes, $0.10 for 12 minutes, and $0.05 for 6 minutes, from 7:00 a.m. to 7:00 p.m., except Sundays and holidays, at the following locations:
A. Carroll Avenue, north curb, directly in front of 6950 Carroll Avenue: 3 meters.
B. Laurel Avenue, east curb, Eastern Avenue to Carroll Avenue: 8 meters. (Ord. 2005-11 (part), 2005: prior code § 13-30)

13.12.030 Parking meter zones--One-hour limit.

A. One-hour limit meters shall require $0.50 for one hour, $0.25 for 30 minutes, $0.10 for 12 minutes, and $0.05 for 6 minutes, from 7:00 a.m. to 7:00 p.m., except Sundays and holidays, at the following locations:
1. Carroll Avenue, west curb, between 7056 Carroll Avenue and 7012 Carroll Avenue: 13 meters.
2. Carroll Avenue, west curb, in front of 7000 Carroll Avenue: 3 meters.
3. Carroll Avenue, west curb, Grant Avenue to Lee Avenue: 7 meters.
4. Grant Avenue, north curb, Carroll Avenue, to driveway entrance: 3 meters.
5. Lee Avenue, west curb, Carroll Avenue to driveway entrance: 2 meters.
B. Subsection (A)(2) of this section shall be exempted from enforcement on Saturdays between the hours of 7:00 a.m. to 1:00 p.m. in addition to Sundays and holidays. (Ord. 2005-11 (part), 2005: prior code § 13-31)

13.12.040 Parking meter zones--2-hour limit.

A. 2-hour limit meters shall require $1.00 for 2 hours, $0.50 for one hour, $0.25 for 30 minutes, $0.10 for 12 minutes, and $0.05 for 6 minutes, from 7:00 a.m. to 7:00 p.m., except Sundays and holidays, at the following locations:
1. Carroll Avenue, east curb, Laurel Avenue to Eastern Avenue: 13 meters.
2. Laurel Avenue, west curb, Carroll Avenue to Eastern Avenue: 6 meters.
3. Willow Avenue, east curb, Carroll Avenue to driveway entrance: 3 meters.
4. Westmoreland Avenue, south curb, from center radius of turn at intersection with Carroll Avenue to a point 260’ southward: 5 meters.
5. A parking lot located on that parcel of property located between 201 Ethan Allen Avenue and 7221 Carroll Avenue.
6. Maple Avenue, east curb, between 7117 Maple Avenue and the D.C. line: 4 meters.
7. Carroll Avenue, east curb, in front of 7003 Carroll Avenue: 3 meters.
8. A parking lot located on that parcel of property located off of Carroll Avenue in B.Y. Morrison Park: 4 meters.
B. Subsections (A)(1), (2) and (3) of this section shall be exempted from enforcement on Saturdays between the hours of 7:00 a.m. to 1:00 p.m. in addition to Sundays and holidays. (Ord. 2005-11 (part), 2005: prior code § 13-32)

13.12.050 Parking meter zone--8-hour limit.

8-hour limit meters shall require $0.25 for one hour, $1.00 for 4 hours and so forth, up to 8 hours, from 7:00 a.m. to 7:00 p.m., except Sundays and holidays, at the following location:
A. Chicago Avenue, east curb, from Philadelphia Avenue to New York Avenue: 12 meters. (Ord. 2005-11 (part), 2005: prior code § 13-32.1)

13.12.060 Parking meter zone--12-hour limit.

12-hour limit meters shall require $0.25 for one hour, $1.00 for 4 hours and so forth, up to 12 hours, from 7:00 a.m. to 7:00 p.m., except Sundays and holidays, at the following location:
A. Takoma Avenue, north curb, from New York Avenue to Fenton Street: 10 meters. (Ord. 2005-11 (part), 2005: prior code § 13-32.2)

Article 2. Parking Meter Regulations

13.12.070 Parking meter spaces--Violations.

A. Adjacent to each parking meter, the parking zone for which the meter is to be used shall be plainly marked out and painted on the surface of the street or avenue. Any vehicle parked alongside of or next to any parking meter shall park within the lines or markings so established.
B. The lines or markings of the parking spaces shall be so established as to clearly indicate whether parking shall be parallel or angle.
C. No person shall park any vehicle across or straddling any line or marking or park any vehicle in any position so that the vehicle is not entirely within the area so designated by the lines or markings. (Prior code § 13-33)

13.12.080 Depositing coins in parking meter--Violations.

A. When any vehicle is parked in any parking space, headed into, alongside of or next to which a parking meter is located as provided in Section 13.12.070, the operator of the vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited the appropriate coins of the United States in the parking meter. The parking space may then be lawfully occupied by the vehicle for the period indicated upon the parking meter, but no longer.
B. If the vehicle remains parked in any parking space beyond the period paid for by the deposit of the coins, the parking meter shall display a sign or signal by a mechanical device and appropriate marking showing the expiration of the time for which deposit was made. In this event the vehicle shall be considered as parked overtime and beyond the legal parking time and constitute a violation of this chapter. (Prior code § 13-34)

13.12.090 Parking meter--Hours of operations--Limitation.

A. The parking meters shall plainly indicate by appropriate language thereon the hours of the day during which the parking meters shall be operative to vehicles using the parking meter zones. The parking meters shall be operative during the hours and days indicated in Sections 13.12.020 through 13.12.040.
B. The continuous use or occupancy by any vehicle of any parking meter zone or space for a period of time in excess of 2 hours is prohibited. (Prior code § 13-35)

13.12.100 Parking overtime prohibited.

No person shall cause, allow, permit or suffer any vehicle registered in the name of or owned or operated by him or her to be parked overtime beyond the period of legal time established by any parking meter zone in violation of any provision of this chapter. (Prior code § 13-36)

13.12.110 Use of parking meter zones by taxicabs.

The operator of any taxicab may occupy any parking meter zone upon paying the proper charge for so doing. No operator of a taxicab parked shall solicit or accept any passenger or passengers while the taxicab is parked, until the taxicab shall have moved from the parking meter zone where the taxicab has been so parked. 13.12.120 Use of parking meter zones by commercial vehicles.

A. Nothing contained in this chapter shall be construed to prohibit commercial vehicles from using the parking meter zones as provided in this chapter when the commercial vehicles are actually engaged in loading or unloading merchandise to commercial business houses in front of which parking meters are located at any times when the parking meter zones are not otherwise lawfully occupied. Commercial vehicles shall not use the parking meter zones for any longer period of time than is actually necessary for such loading or unloading. In these circumstances, commercial vehicles shall not be required to make any deposit of coins in the parking meters.
B. Commercial vehicles are prohibited from occupying parking meter zones or spaces at night, Sundays or holidays, before or after the hours specified on the face of the parking meter, except when the commercial vehicles are actually engaged in loading or unloading merchandise to commercial business houses in front of which the parking meters are located. 13.12.130 Violations and penalties.

Any person issued a ticket for a violation of this chapter shall be subject to a fine as set forth in Section 13.40.010. (Prior code § 13-42)
