7:45 (3) 2nd Reading Ordinance re: Grant Avenue and Park Avenue Paper Street Abandonment. Ordinance approving abandonment of Grant Avenue and Park Avenue paper street, related to community center construction. Opportunity for citizen comments; Council to vote on ordinance at second reading.
