Public Hearing Notice - Residential (Single Family and Multifamily), Business, and Institutional Recycling Requirements

Monday, July 6, 2015

Monday, July 13, 2015 - 7:00 pm

The City Council will hold a public hearing on a proposed ordinance that would amend Takoma Park Code, Title 10, Refuse, to modernize recycling requirements for residential (single family and multifamily) properties and add recycling requirements for businesses and institutions. The public hearing will take place on Monday, July 13, 2015 at 7:00 pm. All interested persons should attend the public hearing and sign up to speak. Written comments may be submitted to the City Clerk, 7500 Maple Avenue, Takoma Park, MD 20912; or at clerk@takomaparkmd.gov. Information about the amendment follows:

Mandatory Business and Institutional Recycling

The proposed amendment to the City Code would require businesses and institutions to separate trash and recyclable materials. Business operators or their commercial landlords and institutions would have to demonstrate that they have an agreement with a licensed contractor for the collection. This requirement parallels Montgomery County’s long-standing business recycling requirement, which is not applicable in municipalities.

Updates to the Residential Recycling Program for Multifamily Dwellings

The City of Takoma Park collects refuse and recycling from all single family homes and may collect, for a fee, refuse and recycling from multifamily properties of up to 12 units. The City’s residential recycling program began in 1989. Beginning in 1993 and phased in through 1995, licensees and owners of all multifamily dwellings that did not receive City collection were required to provide an opportunity for tenants to recycle.

The City Code amendment under consideration would update the list of recyclable materials, authorize the City Manager to identify additional recyclable materials via administrative regulation, and mandate that residents of multifamily residential facilities participate in recycling.

The Council is scheduled to vote on these amendments in future Council meetings on July 20 and July 27.
