The Commission on Landlord-Tenant Affairs (COLTA) adjudicates and mediates complaints for violations of Chapter 6.16, Landlord-Tenant Relations; rules on petitions for rent increases above the rent stabilization allowance; and decides appeals from the City Manager’s decision to deny, suspend or revoke a license under Chapter 6.08, Rental Housing Licenses and Commercial Occupancy Licenses. Residency required except that up to four members may be nonresidents if they own or manage rental housing in Takoma Park. COLTA holds one business meeting per year. Commissioners are assigned to three-member panels for hearings, which are held as needed.
