Proposed Work Group Structure

It could be useful for the Committee to begin to organize itself into the following three work groups.

As the Committee continues its work, the establishment of additional groups, as agreed-upon by the Committee, could occur.

Work Groups:

Education and Communication

Promote understanding of the tax and service duplication issue, awareness of the committee's existence, and opportunities for citizen participation.

Use the city cable channel, newsletter, website, neighborhood listserves and other media outlets.

Service Analysis

Analyze duplicative City/County services and recommend approaches to attain greater value and efficiency in service delivery and County reimbursement.

This might entail subgroups with a specific focus, e.g.:

* Police
* Public Works
* Other Duplicative Services

Tax/Income Stream Analysis

Study how other municipalities, the County, the State of Maryland and other states address the duplication of City/County services. Identify revenue stream options, best practices and potential changes to our county and state laws.
